DUNKERQUE, Belgium, Feb. 19 — On Tuesday, workers at the Total Oil refinery here occupied the buildings, pushing past security guards and taking control of the facility.

The refinery was temporarily closed last September, allegedly because of “a structural and durable fall in the consumption of petroleum products.” Workers feared that Total might close the facility permanently.

Yesterday, Total workers organized into the CGT union federation in France voted unanimously to begin “an unlimited strike at all the plants” across France, as well as a one-day strike at two ExxonMobil facilities.
